Blowing in the wind is a documentary film about the reconstruction of a mountain village after the typhoon Morak hit Taiwan in 2009. The typhoon was the most devastating in fifty years. Just as to most of the inhabitants in Taiwan, a typhoon, to me, is not a mere catastrophic phenomena, but rather something that we live with daily. It is a climatic reality. Working as a benevolent for a website diffusing news and information about the reconstruction of the cities touched by the typhoon Morak, I discovered Laiyi, a devastated Paiwan indigenous village situated in the southern Taiwan, a three hours drive from the village where I lived at the time. In the course of my investigations I discovered that the inhabitants of the village were considering moving from their native land, for fear of not finding a decent place to live because of the current policy.
